BUTLER COUNTY HORSESHOE
PITCHING LEAGUE
BY LAWS:
1. The name of this organization shall be the BUTLER COUNTY HORSESHOE
PITCHING LEAGUE, which will be a non-profit organization.
2. Roberts Rules of Order (Modern Addition) in general were used as
guidelines to establish these By-Laws.
3. The Purpose of the League is to provide a recreational pastime, and a
competitive game, within a social atmosphere.
4. Order of business for a League Meetings shall be:
4A. Call to Order.
4B. Read and approve minutes.
4C. Reports of officers and Committees.
4D. Unfinished Business.
4E. New Business.
4F. Adjournment.
5. The officers of the League shall be, a President, Vice President and
Secretary Treasurer. Team representatives will be Captain, Co-Captain or
designated team representative. All officers must be a League Member.
6. The officers (President, Vice President, and Secretary Treasurer)
shall be elected by a ballot vote by the general membership to serve, a
term of one year or until their successors are elected. New terms will
begin at the following monthly meeting after the annual picnic.
Compensation for Secretary-Treasurer will be determined by team
representatives each year. Compensation for statistician will be
determined by team representatives each year.
7. The President will conduct the meetings in an orderly and fair
manner, maintain his partiality and try to alternate between Pro and Con
when conducting debate on a motion. The President cannot take part in
the debate or interrupt members who are not violating a By-Law.
8. The President, Vice President and Secretary Treasurer may vote on a
motion vote if they are a team representative. The President may vote a
second time to break a tie. However the President, Vice President and
Secretary Treasurer are entitled to vote when there is a membership
vote. If there is a tie on any membership vote, the President, Vice
President and Secretary Treasurer will vote to break the tie.
9. In the absence of the President, the Vice President serves as a
temporary President until the President shows up or until the meeting is
adjourned. If both President and Vice President are absent, the
Secretary-Treasurer will conduct an election of a temporary President to
serve until the meeting is adjourned.
10. A regular monthly meeting of the League will be held at the time,
day and location determined by the League Officers.
11. Notice of special meetings shall be given at least 8 days in
advance.
12. The last regular monthly meeting before the Annual Picnic will be
considered the Annual Meeting.
13. Nominations and election of Officers (President, Vice President and
Secretary-Treasurer) will be completed before the Annual Meeting is
adjourned. Results of the election will be announced at the Annual
Picnic.
14. A quorum for the Leagues Monthly Meetings shall consist of over 50%
of the team representatives.
15. Annual dues shall be $100.00 per team, paid before the first
scheduled match of the season. Picnic fees will be determined by the
team representatives yearly.
16. Any reputable person may become a member by joining one of the
League Teams.
17. Voting by ballot or show of hands will be determined by Team
Representatives.
18. Standing Committees shall be:
18A. Rules & By-Laws Committee - Duties will include making
recommendations to and clarifying Rules and By Laws.
18B. Election Committee - Duties will include establishing procedures
and oversee nominations and elections of Officers (President, Vice
President and Secretary Treasure).
18C. Picnic Committee - Duties will include organizing every part of the
Annual Picnic.
18D. Hall of Fame Committee - Duties will include establishing
eligibility guidelines, nominations and election of inductees.
19. All committees will make recommendations and report to the Team
Representatives.
20. The committee chairman and members may be voluntary or appointed by
the President. Committee members will be approved by the team
representatives.
21. Penalties for pitching rules violations will be determined by League
Officers. Penalty for not having team representation at League Meetings
will be a $25.00 fine. The first offense will be forgiven. The second
and subsequent violations will be the $25.00 fine and loss of voting
privileges until the fine is paid. All fines that are not paid by the
end of the regular season will be assessed to next season dues.
22. By-Laws may be reviewed and updated when necessary.
